Born on July 3, 1973, in Zanesville, Ohio, Noel was the son of Noel Jeffery “Jeff” and Rebecca “Becky” Ann (Fithyan) Brumage. He was baptized at an early age in the Catholic Church in Zanesville, where the foundations of his faith, discipline, and strong family values were formed. Those who knew him describe a man defined by integrity, perseverance, and loyalty—qualities that shaped both his personal and professional life.

A certified welder with the State of Indiana, Brumage dedicated his career to skilled trade work that required precision, patience, and responsibility.
