Authorities have announced an arrest in connection with the fatal hit-and-run collision that claimed Hope’s life.

According to the Richmond Police Department, officers with the Fourth Precinct responded at approximately 5:34 p.m. to the intersection of South 2nd Street and East Cary Street following reports of a pedestrian struck by a vehicle. Upon arrival, officers located an adult female lying unresponsive in the northbound lanes of South 2nd Street. She was transported to a local hospital, where she later died from her injuries. The driver had fled the scene prior to police arrival.

Investigators determined the pedestrian was inside the crosswalk crossing 2nd Street eastbound when she was struck by a vehicle making a left turn from East Cary Street.

The Richmond Police Crash Team launched an investigation, and evidence gathered at the scene was provided to analysts with the Capital City Intelligence Center. Using traffic-camera footage and Flock automatic license plate reader technology, authorities identified the suspected vehicle and its registered owner.

Officers located the parked vehicle and made contact with the owner within about an hour of the collision. Police arrested Latesha Coleman, who has been charged with felony hit-and-run.

Police Chief Rick Edwards praised the coordinated efforts of officers and analysts, noting the rapid arrest was made possible through teamwork and technology.

Officials had initially worked to positively identify the adult female pedestrian. She has since been identified as Hope Cartwright.
